The former deputy prime minister told the Press Association he was “appalled” by the result of the referendum as he said voters had been “sold a fool’s promise”.

And while he said the decision to leave must be respected, the Tory heavyweight stressed the need for Brexit leaders to be held accountable for the promises they made in the run up to June 23.

He said: “It is essential that the negotiations are conducted by Boris Johnson, Michael Gove and Nigel Farage, the architects of this policy.

Lord Heseltine warned the situation across industry and commerce is “deteriorating day by day” with investment decisions postponed “until the future is clearly established”.

He also suggested there will need to be a general election in order for Parliament to sign off on Brexit .

He said: “Every indication is that there is a 350 majority in the House of Commons in favour of remaining in Europe.

“The only realistic prospect of persuading the House of Commons to pass amending legislation would be after a general election or another referendum.

“That is why the fight back begins today.

“An all party group in the House of Commons must lead it.

“The weapons with which this battle will be fought will be forged in their articulation of Project Fear.

“Every day the deception of that slogan converts to Project Fact.”
