Express Sport understands PSG are ready to make their move for the Brazilian after failing to secure a deal on January’s transfer deadline.
Chelsea successfully kept hold of Willian last week despite the player’s representatives heading to Paris in case a late bid was accepted.
PSG know they must tread carefully when it comes to spending in order to avoid Financial Fair Play punishments.
They wanted Willian last month to cover for Neymar, who is out injured for 10 weeks with a broken metatarsal.
And an offer for the winger is expected to come Chelsea’s way at the end of the season – so long as Willian has not signed a new contract at Stamford Bridge.
That’s because PSG know then can snare the playmaker on the cheap as his contract enters its last 12 months in July.
Chelsea will not want to lose their asset for nothing and so selling in the summer makes more business sense than keeping the ex-Shakhtar star.
Yet losing the 30-year-old would still serve as a major blow to Chelsea, who are sweating over Eden Hazard’s future.
Hazard is wanted at Real Madrid and said this week that he has already made a decision on where his future lies.
A bid of around £100m is expected to be lodged by Los Blancos as soon as the summer transfer window opens.
Like Willian, Hazard’s contact expires in the summer of 2020 and that means Chelsea risk losing their superstar on a free transfer in 18 months time.
Given his age, Chelsea may not offer Willian a contract extension of more than one year.
That in itself is a tricky tactic to pursue, as they would inevitably encounter the same situation with the player a year down the line.
Chelsea manager Maurizio Sarri is expected to spend big in the summer if he remains at Stamford Bridge.

The Blues paid £4.4m to prise him out of his contract in Italy during the summer, while sacking Antonio Conte – a decision that cost them £9m.
Conte is yet to find a new job but could end up taking over at Real Madrid before the start of next season.
